Method
- Grind oats into a coarse powder. Mix oats powder, besan, curd, water, onion, carrot, chilli, coriander, cumin, turmeric, and salt. Rest the batter for five minutes. Heat a non-stick pan or tawa, spread one ladle of batter, and drizzle a few drops of oil. Cook both sides until lightly crisp. Mix curd with green chutney and salt. Serve chillas hot with the dip.
